Steps Taken review booking requests
Expected Result to assign the set(s)
Actual Result Assign option is not available as after opening the booking request the Set name shows in red and no option for Assign .

- State changed from new to resolved
- Assigned user cleared.
Code needed a sanity check to ensure that unassigned sets could still be handled.
Unassigned sets now have the "Assign" link, and the set name is text (as there is not Set to link to in the Kit Manager)
